I find it interesting that your only worried about the Spanish language and not all the other people that this could affect. If you are truly worried about it for the right reason... don't we care about all minorities equally? It seems it's only wrong when it fits your agenda. Racism truly knows no color or bounds.
I would think common sense comes into play when you think about this one. IF they did translate everything for the Spanish speaking community, eventually someone would cry foul (or racist in this case) and insist on their language being translated too. And why wouldn't they?
I didn't ask you to concede or take your toys and go home, I asked if there is a law that requires Ark City to translate for all the languages as you said (and what it was). If so, then I'm wrong. If not then it was an Ark City PR faux pas.

Whole thing is almost irrelevant because it is done now, but my point was that it is important to think these things through and see how it seems to the people being regulated.

Human Resources departments are the biggest cause of the decline of America. If they had hired the old fashioned way and interviewed the job applicant with his/her boss, they would have said: "what" and ?que? and both of them wandered off trying to guess why they wasted the time for the interview. The HR "specialist" probably hired them by checking boxes on a form. I know Creekstone and Rubbermaid have spanish speaking supervisors, so it is not an impossibility. It is something to do if you are going to hire non english speaking employees.

Thousands of cities don't have an "official language" and they don't translate in all languages either.
I find it interesting to side-track about "all other languages" and suggest it is not about spanish when we know exactly what the issue is.
Where is the law that requires the city to publish in all those languages if there is not an official language, and why does it not seem to affect all of those thousands of other towns (and hundreds of Kansas towns) who haven't designated an "official language"?
Since you have complete knowledge, and my explanation is unsatisfactory I shall do the right thing and concede.
There are no other languages or people. Your thoughts are the only thoughts. All other possibilities are null and void.

It's interesting that now, when it gets down to the bones of the discussion, all of a sudden, we're "discussing" other "minorities" and "fairness" and "different languages" and "they" and "them" and whatever... jeez all the quotes are giving me a headache.
No joke: This thread wasn't about all the other minorities in the area. it wasn't about all inclusive city languages. It wasn't about making life comfortable for everyone. Go back and read the initial post. It was about a racist viewpoint of Arkansas City and the Mexican/Hispanic population of the city.
So bringing up all the other "minorities" in Arkansas City [by the way, love love LOVE the inclusion of that word to flip it back onto dissenting opinions LOL] is an herring, and is just dragging this away from any semblance of usability [as far as discussions are concerned].

The reason he left is he wouldn't (or couldn't) support his statements. He preferred to say I was a "know it all" and "my mind was made up" instead of answering the question I posted.
I posted that the City made a PR gaffe by passing a resolution they didn't need to pass, that they had no intention of ever providing translation services to the hispanics and the whole thing was a waste of time and unnecessarily insulted the hispanics.
It was not directed to Patrick, but he responded with the statement that the city would need to translate in all languages and the resolution prevented that. It was not about spanish.
After I put on my hip waders, I asked why other cities didn't have that requirement and what law it was that required Arkansas City to turn into the United Nations. ie.: which law requires it?
Rather than reply and support his statement, he left.
I'm still not buying in any way that the resolution was about translating German, Italian, Oklahoman, Mandarin or Farsi. It's about Spanish. Yep, for sure.
Still don't have an answer which law requires Ark City to do all this translation service. Must be a new law, because AC hasn't been doing it for over 50 years I know about.

I guess I missed the article with the 4.5% also -- can someone post it so I can read it? Where did they get that number -- how do we know how accurate it is? What is the current population of AC anyway?
check the last census done by the government @ us census.com or just call one of your city building and ask Mr.Archer or someone in that office they should know because they use those figures a lot of times in grants and also the local USD470 should also have those percentages for records of obtaining money from the state and national government. Or if I have to I will find it and post it for you. Those kind of numbers generate lots of money for the community even if it never get to the place it is meant for!
Lagonda, do our schools teach in Spanish, German, Italian or French outside an extra curricular classroom? No, they teach in English. Why would the Hispanic population be offended by us making it the official language? To me, it represented a vote to unite people of all race and background. If we can not communicate in the same language, we are doomed and segragation wins. We have to be able to understand and appreciate each other and I believe the language barrier keeps this from happening. In order to do this, Peech mentioned that we have to have an "official" language. We need to know which language we will be speaking to one another and who needs to educate themselves in order to do this. I believe this is what the city has done. Given us our official language so we can come together as a united people. I know Peech and others have pointed out that language is only part of it. However, it would be the beginning. Without communication, understanding can not come!
Until then, I will recall one of my earlier posts... A smile is a smile in any language! Keep smiling and let everyone know you do not hate, and want all legal citizens of our great country to be accepted and loved!
I just can't help but think that if I were to visit France, Germany, etc, I would not be arrogant enough to think that they should have to learn English so that I can communicate with them and get things I need. It would be my place to learn their language, and not the other way around. If I starved to death because I didn't know how to order anything without live snails in it, then it would be my fault... not the waiters, and not the other counties government's.

Although the state is covered, we have yet to designate the official language of Cowley County. Parkerfield hasn't designated an official language yet. The college hasn't designated an official language. USD 470 hasn't designated a language either. Really. Imagine: the school system could be required to publish everything in Swahili or Polish. We better hurry up and change that today!!!

Lagonda, In all the posts that you have posted, everyone is wrong except you. Your opinions are your of course, but you know what they say about opinions, and other things. The city passed the ordinance, because the populace felt it was needed. Like it or not we still live in democracy. My husband takes a bigger stand on this issue than I do. He works with people of many nationalities who speak many different languages, and it frustrates him. He has been accused of "not being loyal to the mother country" by other hispanics at work. Apparently, they asked him if he was going to move to Mexico someday and he told them no. He told them he was an American. That upset him a lot. I have never heard any member of his family speak Spanish. My husbands aunts and uncles were raised to speak English only by their immigrant parents. Now, I do not know if that was due to loyalty to the new country or that they knew this would be needed for them to be successful. At the time, their were only two hispanic families in their new home town. They made an effort to fit in and did very well! They were accepted and treated as equals. My husbands aunts and uncles are all what I consider to be successful people. They are classy people and I am very impressed with them all. The other day, I even witnessed my mother-in-law taking a stand. A bi-lingual caucasion woman came up to her speaking Spanish. My mother-in-law replied, "Do you speak English? I speak English!" I had to chuckle. You see, many people make that mistake when they see the color of their skin. A LOT of hispanic people try to speak Spanish to them, especially in Mexican restaurants. Funny thing is, my (white) step-dad speaks better Spanish than my husband and mother-in-law!!!
This is the worst case of biased racial articles in the "Ark City Traveler" I've ever read and can't believe it was published. Being life long members of the community, it wasn't untill a larger number of "Hispanics" arrived, legal or illegal in Ark City for this to happen. A young cop "doing his duty in order to make his numbers" on a Sun. A.M. to pull my husband and I over on So. Summit to tell us our car windows were tinted too dark. We were flabergasted to say the least. His car was sitting at a stop light facing west, the sun was behind him, of course our windows looked dark. When we bought the car we were told it was in compliance with Ks. lasws and we wouldn't have a problem with it. But for some reason, this cop saw 2 brown people in a dark tinted window and had to pull us over. Enraged for the first reason being "the numbers he needed", and secondly, seeing two brown people in a dark tinted window, we were sitting ducks for him. As it turned out, after testing with his "tint gun", which wasn't properly working at the time, then we had to take time out to drive to the station in order to use another cops tint gun...there was just enough darkness in the window (.025) that allowed him to ticket us and we had to get the car re-tinted at our cost which was $275.00 How many cars do you see in town that you can't see who's sitting next to you at a stop light?????? Why aren't they being ticketed and made to lighten their windows??? It took me along time to get over being mad, angry, hurt and downright pissed because we, in our 50's were ticketed for tinted windows. I'm still not over it and have little respect for the cops that pic and choose their victims. Another incident, we were paying our water bill through the alley drop box, a barricade had been put up for one of the cities "big hot dog to dos", as we pulled out of the alley and around the barricade to leave the street, we were pulled over and told, the next time we do that, we'd get a ticket for going around a barricade!! How in the hell were we supposed to get out of the alley???? back up, possibly hitting a city vehicle? another ticket? If the drop box and alley weren't to be used, put a barricade up at the other end of the alley!! "get smart" ...ok???

I find it absolutely freaking completely amazing that anybody anywhere at any time that had actually read my posts would say that I was proposing that Arkansas City would, should, or could provide translations for anybody or would need to or ever planned to.
I'm fascinated with people's inability to see issues in anything other than completely one way or another. It creates the roadblock to the ability of anybody to understand a bigger picture. It is what keeps Ark City stuck in the 50's.
Doesn't take a rocket scientist to figure out that the hispanics would view an official language resolution (voted in upon their arrival) differently than the 4 or 5 people who "voted" it in.
Takes a little more open mind to not just plant one's feet and say that opinion is wrong.
It takes understanding to realize just how it looks from the hispanic perspective. Black and white thinking won't get you there.

Good idea. Nobody who speaks english would care. Doesn't affect them. Try the spanish speaking hispanics. But don't be too surprised with the answer.
I'll bet their opinions will be a lot more polite than you might expect, with a dash of resignation and acceptance thrown in. But ask if they feel it was directed toward them and if it was welcoming or was unfriendly.
I do know some Spanish speaking people Lagonda and when I have time to ask I will. I think I will find that nobody gives 2 cents about this but the ones like you who want to carry on about this topic. Maybe some of you others on here might want to ask around too.

Just because you we're told it was within the Kansas laws doesn't mean it was within the laws of our city! Tala, you passed the test originally and then were made to go take the test again from another gun? Sounds like you have some grounds for challenging the ticket, although fees to do such a thing may cost more then paying the ticket and changing the tint. At any rate it might be worth calling an attorney and telling your story to see about it.

So why would there be a set of rules put out by the ACLU of what to do while driving Black or Brown in the United States of America when a cop pulls you over.
