2 Men charged in kidnapping


Two men charged in kidnapping

Suspects waited in car at Wal-Mart parking lot; claim it was a joke among friends.
Doesn't sound like a joke to me!  By the way, what do you think the misuse of identification card was all about.  Does that mean they are illegal or were they trying to hide their identity to the police?  Anyone have any info on the article just posted today in the Traveler?

Looks like it took your post a day or SEVEN to show up here too.

I was wondering the exact same thing about the identification cards. I would LOVE to know if they were here illegaly, and if so, if they are being handed over to ICE for deportation. Afetr all, Patrick said that when illegals commit crimes, the PD contacts ICE. Lets see what happens with these jokers.

I hate that we live in a town now where we have to be on the lookout for criminals constantly. I fear for my family's safety when they go out without me. I hope it was worth the GIANT BOON to our economy that the packing house has brought.... what? no BOON? Way to go Ark City Commissioners (yeah, I'm talking to you Jennings! Stop patting yourself on the back over bringing us the packing house.)

I have this to say... if one of my "friends" hid in my car, and told me to drive somewhere remote, and then cut me while I was trying to get away... I think they'd be off my christmas list.

And if one of these yahoos jumps in my car with a knife, and wants to get to a cemetery... he'll damn sure get there! (Just not how he planned)

Where's Patrick??? Do you have any info on this? Were they here illegally? Was ICE notified? Here is your chance to prove all the stuff you said in the thread about illegal immigration, and to prove that our Police Department is indeed calling ICE when they should, AND that Ark City is not soft on illegals (ie, a Sanctuary city)... you should be jumping at the chance.

No, I don't have any info on this.  I'm guessing that it did get reported to ICE.  What happens after that is beyond anything the city can do.  But then, I've said that before.  I'll publish the information here as soon as I get it.

If anyone here is in a position to find out, it is you. I haven't seen anything in the paper about it since it happened, but this paper is horrible when it comes to follow up on a story.

Please use your power as a commissioner to find out from the Chief what happened in this case, and if ICE was called, what their response was. It would be sincerely appreciated.

Because if I don't make some kind of resonse people believe they are being ignored.  I speak from policy, I just can't absolutely beyond the shadow of a doubt guarantee that policy has been upheld or that I have overlooked something.  So I tell you what should by while I am checking on it.  I check through the chief of police who also gets days and time off, which I respect, so won't get an answer until he gets back into his office.

I said I would get back with the right information and I will, as I always have... unless I've missed something someone didn't complain about.  If I don't respond fast enough, please feel free to contact the police department directly.  They will give you exactly the same information they give me.

 The only time the police do not release information is if it is something they cannot release for various reasons.  Often information is released to the newspaper and the paper does not see fit to publish it.  Whether it is not newsworthy (to them) or lack of space or whatever their reasons are.  Most of the time it is the newspaper publishing rather than the police not providing the information.

Example of an Ark City police story not in the Traveler:

Recruit tries to make off with the Army's loot

A man who was supposed to report to the U.S. Army this Friday was caught early this morning burglarizing the Army Recruiting Center in the 400 block of N. Summit Street in Arkansas City.

Steven Mark Walker, 19, of Ark City, had set a flat screen television on the pavement near an Army vehicle he planned to use to carry off the television, according to ACPD Chief Sean Wallace.

A police officer was checking buildings about 2:20 a.m. when he saw a flashlight beam out of the corner of his eye, and then movement near the recruiting center.

After spotting the television set, the officer called for additional officers. Walker was found hiding behind the building, Wallace said. Walker admitted he stole the television and was trying to load it into the Army vehicle when police arrived and forced him to hide.

Walker also admitted to breaking into the recruiting office the day before about 9 a.m. and stealing a digital camera which he had already sold to an Ark City resident, who later turned over the camera to police.

In addition to the television. Walker was found in possession of marijuana, drug paraphernalia and an IPOD stolen from another location. Walker was booked into the county jail on three counts of burglary, four counts of theft, possession of marijuana and possession of drug paraphernalia. He bond is set at $17,000.

Apparently, Walker was familiar with what was in the recruiting office because he had been there several times.

The arrest is the result of a revitalized program in Ark City called "Night Eyes." When officers check buildings, Wallace said, they leave a card with a crime prevention tip - a message that they found a door open - that their building was fine and police stopped by, or in this case, that officers caught a burglar.

This is just part of ACPD's ongoing effort to protect the city's businesses from burglary and vandalism, the chief said.

Ok it is understood that the police were patroling and doing their building checks like they are supposed to do, that is what they get paid for. No one is questioning that. And yes, I am sure the Traveler doesn't print all the little stories that the PD gives them, if they did we wouldn't have room for current affairs. But, that still doesn't answer the question on whether ICE was called in regard to the kidnapping suspects. That was the question, sometimes it is easy to get off of the main topic here. I am certain that you made contact with Wallace in regard to their "on going effort to protect the city's businesses" but did you think to ask him about the kidnapping subjects? That is what this whole post is about.....And we know nothing more than we knew before.

BTW, they do only give out the info that they want to be known. The rest of it stays mum.....wink

Since that is the way you feel, I doubt anything i can do or say would make a difference, so why ask?  Just because you feel that way does not in any way make it true.  But saying it publicly makes it seem much more true.  I guess that is the reality.  We make our opinions reality by stating them as truths rather than asking (and in this case waiting) for the information.

Elee, I don't mean to direct this at you, but you make an excellent example of why the rumor mills around here run our town.  Just because people say it does not mean they have researched and found any truth in it.  What the police don't say is held private due to laws to protect the people.  Sometimes it protects more than that, but the job of the police is to follow the law.

I have not yet had a response back from my email to Chief Wallace.  I will post it here as soon as I receive it.

Can we wait to be sure they were illegal before we jump to the negativity?

I want to see justice done as well as anyone, but I can't understand all this excited anticipation to see how badly it can turn out.  I just hope it isn't too much of a downfall if it went the way it was supposed to.

Maybe I'm misunderstanding, and if so I'm sorry, but in the past it seems people are much more interested in a negative turn of events.

And yes, as always (every time so far!) I will post the results.  Or at least whatever I can find out.  Even if it wasn't what you wanted to hear.

So I guess while they just happen to be going down the street they noticed a flash out of the corner of the eye, but a corner light out that create a big dark spot in the block can not be noticed.  Great effort !!  caught the little light let the big one get away. Someone ought to make sure that their is less light to around the whole city HUH? But into the whole concept of things they did protect the  the business from loss of property ( RIGHT)

All things aside the whole point of the matter is DO THE WHOLE JOB wink not just what makes you look good or what is thought to be below your elbow!!!!!

Patrick, Thank you for sharing the fact that you sent an email to Wallace. At least we know you tried. THAT was all I wanted to know. And yes, you may find out that they are not going to share that info with you, and if that happens then what I said has basis. Please tell me what I said that was not true? That they only allow us to know what they want us to know? If that is what you mean, then that is not just my opinion, it is fact. There is just a small part of a report that is open for public knowledge by law. The rest of what is fed to the public is what they see fit to publish. Not just my opinion, it is fact. Now if you want to say that it is rumor mill then do your research. You will find what I say is true. I am beginning to think that you are guilty of what you accuse many of us of doing. Not basing your answers on fact, just speculation. Please don't think I am trying to be hard on you, but by answering so many questions on this forum you have opened yourself up to being questioned by us on situations that are near and dear to us. You are correct, some things are not allowed to be released to the public.  This is not a choice of the police department, it is our and your constitutional right.  Somewhat similar to attorney client privelege, specific information cannot be released until it is proven and released.  Some people disagree about whether this should be available to everyone.  I believe it is useless unless it does protect everyone. 

The rest of what is fed to the public is what they see fit to publish. Not just my opinion, it is fact

Now you are talking about the newspaper and what they see fit to publish.  I have no control over that, nor does anyone else.  They print what they choose to print and for whatever reasons they choose.

Chief Wallace will respond to my email and he will give me the information he is allowed by law to share.  He will also give an explanation of why he can't share other information if that is the case.  The fact that he cannot share the information is no reason to accuse him or the police department of holding out on you.  If you have a problem with the why and wherefore, ask a lawyer.  This stuff is way over my head. 

The fact that you refuse to accept the fact that we are all doing our jobs is in how you perceive it.  Just because you don't get what you want doesn't mean we have it, or are allowed to share it.  If you have a little patience everything comes out in the end.

I believe their citizen status was in deed the original question. I was not sure what "misuse of identification card" meant in this case. Perhaps they were legal, but tried using someone else's id to get out of the crime. I am just curious, that's all.

I have verified this information with Chief Wallace.

Those two subjects plead guilty, and will remain in jail are awaiting sentencing on March 10, 2008.  The police department has notified ICE and they are familiar with the situation and the status of everyone involved. 

As I understand it, these people will probably have to serve jail/prison time first before being deported.  If I understand correctly, this is to prevent them from finding a way of returning to ours or another community as quickly as they are deported.

I was also reminded that local police have no authority to enforce Federal Immigration Laws.

I wasn't meaning for it to sound negative, I was just letting you know that we were anxious to know the truth, even if it is not what we would like to hear.  It seems some of our "alleged" negativity has rubbed off on you.

And since when does the Chief of Police not respond IMMEDIATELY to an email from a City Commissioner?  When I was on the job, we always tried to make our commissioners as happy as possible.

Thank you Patrick for the follow through.

So, as I read it, the subjects were illegals, and will be deported. Good. Bad that they were here in the first place, but good that they will (eventually) be deported.

BUT... It's a damn shame that our tax money has to go to house, feed, and clothe prisoners who aren't even supposed to be in this country in the first place. I think the statistic is somewhere around 30% of Federal prison inmates are illegal aliens. Think of all the money we'd save by shipping them home.

Remember when you go to the polls this year that ALL of the Democratic hopefuls are chomping at the bit to pass AMNESTY for illegals, thereby raising their voter base and insuring re-election. And the Republican party has it's share of Amnesty pushers as well. Do your research, and help turn this border crisis around by voting for someone who will change the status quo.

And since when does the Chief of Police not respond IMMEDIATELY to an email from a City Commissioner?  When I was on the job, we always tried to make our commissioners as happy as possible. 


The Chief of Police has been spending most of this week in Winfield working with the District Attorney and the State Attorney General on the Thurber case.  I could have emailed someone else, but I wanted to make sure by asking the person who would have followed up.  I am very satisfied that he could get back to me in just a couple of days.

Thanks for the follow up, Patrick. I can see the point of putting them in jail even though it costs taxpayers $$$. If they just shipped them back to their country, they would be back in a few days with a new name and social security #. I agree with SG on the fact that we must vote this issue. I am a little disappointed to see our presidential candidates slowly dwindling away. There were a few who were very strong against immigration who did not get very far in this race. I'm still trying to decide who will take the strongest stand and who has not flip-flopped on this issue. I think Mitt is the best choice for border control, but not sure. Anyone have any suggestions or pointers?

Patrick, this is part of a post below that I had posted prior to your answer from  Wallace. I believe  Wallace confirmed just what I said would happen. Now all things should work if ICE does their job and gets them as soon as they complete jail time, if in fact that is what they get as punishment. We will have to see what kind of punishment the county attorney will hold out for. Hopefully it will all work. Thank you for sending the email to find out, and in regard to not trusting you, I believe you are being a bit touchy, if in the beginning if you didn't know the facts on what was released to the press then say so, instead of speculation and all of this dialogue. A direct, "an email was sent to the chief and no answer has been returned" would have been sufficient. As far as me accusing anyone of holding out on the public, or in your words "me", I am not sure why you even said that. I just stated fact, they only tell you what they want you to know. I don't stay up at night because I think they "hold" out on us. And I didn't say that I didn't trust you or anyone else. If I didn't know what was supposed to happen to these alleged illegals I wouldn't have anwered. I was trying to help you answer the question not cause you to get attitude.....Sheesh...chill....

Mitt Romney would be the strongest on the border issue. The reason I think so is because Tancredo chose Romney to support after he dropped out, saying that Romney was the toughest on illegal immigration. That speaks volumes to me, because Tancredo was only in the race in the first place to bring Illegal immigration to the forefront of the campaign.

Patrick, this is part of a post below that I had posted prior to your answer from  Wallace. I believe  Wallace confirmed just what I said would happen. Now all things should work if ICE does their job and gets them as soon as they complete jail time, if in fact that is what they get as punishment. We will have to see what kind of punishment the county attorney will hold out for. Hopefully it will all work. Thank you for sending the email to find out, and in regard to not trusting you, I believe you are being a bit touchy, if in the beginning if you didn't know the facts on what was released to the press then say so, instead of speculation and all of this dialogue.  I did not speculate, but told what policy is (though I may have phrased it badly).  I had not verified that things happened per policy as I had no verification that they were even illegal.  Only what the newpaper said at the time. A direct, "an email was sent to the chief and no answer has been returned" would have been sufficient.  I apologize, I said I would verify it and did not specify how.  I will try to be more specific in the future.  I do understand that sometimes things sound secretive and I had no intention of trying to be that way.  As far as me accusing anyone of holding out on the public, or in your words "me", I am not sure why you even said that. I just stated fact, they only tell you what they want you to know.  Your opinion that THEY only tell you what THEY want you to know is concerning.  Do you mean the police or the newspaper?  I think if you asked the Police directly they would give you everything they have (the same answers I got).  If you mean the newspaper, I can't speak for them, but I'm sure they have their reasons.  I don't stay up at night because I think they "hold" out on us. And I didn't say that I didn't trust you or anyone else. If I didn't know what was supposed to happen to these alleged illegals I wouldn't have anwered. I was trying to help you answer the question not cause you to get attitude.....Sheesh...chill....  I apologize for the "attitude".  I am trying everything I can to make people see that there is something other than a negative side.  It just seems that people don't want to believe that.  As you can see from the other responses most people did not want to believe that it could happen the right way.

You can go to the city website:  www.arkcity.org
select "City Government" in the left column
select "Access Arkansas City" in the left column

You can make requests and/or reports to any individual department, then check back on the results and follow through as often as you like.  It is a new system and may have some bugs for the next month or two, but this will give everyone the opportunity to verify that action is being taken.
