Tying your dog


I disagree with the assumption that a tethered dog is a neglected dog. My mother's dog stays on a chain while my mother is working, even though her yard is fenced, because she digs like a backhoe, and has ALWAYS managed to escape from the fence. But when my mother gets off work, the dog goes inside, where it eats hotdogs after it's normal meal, and even has it's own chair to sit in while they watch TV. Then the dog sleeps in the house. Does that sound neglected? All dogs in this town should be so neglected. This city already has an ordinance covering neglected dogs, and dogs without proper food water and shelter. Why not just enforce it? If this tethering ordinance passes, my mother will have to A) get rid of her dog, or B) Install $3,000 worth of underground fencing, or C) let it run free until hotdog time. Enforce the ordinances you have, and stop making new ones. This isn't Wichita or Topeka, and it's no wonder why so many people are fleeing the city limits.

I too have a problem with this one!  I've had dogs all my life and just because they were tied up didnt cause them to treated any diffrent then if they were in side dogs.  What about people who rent and cant have animals inside and cant put up a fence?  Come on are they going to outlaw everyone from owning animals in Ark City?  Or only people that carry those rat things in purses going to be allowed in the city?

It's bad enough the animal control is OUT OF CONTROL.  They pick on certian people and allow others to kill poor cats and allow them to claim that the traps are for skunks!  I've sat by and watched for far too long and seen what this town is doing.

I received one of those stupid surveys and I put VEY POOR on most everything!  Don't get me wrong I feel safe in my own home only b/c I'm here to protect it!  Do I reley on the police department for anything...Nope....why ....because they have no control over anything that happens in this town.  Some of them are allowed to get big heads and treat citizens as lower class people.

There are so many other laws that need to be passed that no one is trying to get passed!  Instead we are forced into accepting these petty and stupid ones that the "beautification committe" wants.  Can someone please tell who these people are so I can nit pick on how they live!

When I was a boy, we tied up our hounds to a '54 Ford in the front yard. Probably get 5 years for that now.

I'm sooo against the tethering ordinance. we have a dog in our backyard and just because he's tied up doesn't mean he's not getting taken care of. we take good care of our dog we feed him every day and water him and take him for walks. we had to put him outside because because he was chewing the carpet and that and the people that we got him from said that he was mostly an outside dog. and he love's it outside. we got him a nice doghouse to sleep in and we check in in the winter to make sure it's warm. there's probaly some people that have dogs tied up in backyards that don't take care of them and neglect them and those are the ones that you should go after. but that ordinance is just stupid. do not compare arkcity, to wichita or topeka. this is a small town NOT a big city.

I'm adding to that. also I think it's a way for the city to get more money out of people. by fining them for tying their dog. espically poor people who can't afford  to pay fines. yep  just pick on the little guy so the big guy can get richer

I do not know what to think of this new rule. Seems town is full of rules that cost residents money. Some people have no choice but to tie out a dog if they dig out,climb over,or cant stay in the house. What is more important? A dog who is tied up and is safe? than one who is running around and getting in to trouble or getting ran over? I know that there was a dog that ran around (among others)in the IXL area and not tethered. It bit a child in the face last week. IF THAT HAD BEEN MY CHILD>.....I WOULD HAVE WENT NUTS. Theres NO LEASH law in the country...and the school doesnt find it necessary to have the playground fenced in. In fact it was said "it wasnt the dogs fault he bit the boy,they were told to leave it alone". Well....A DOG DOES NOT BELONG ON THE SCHOOL GROUNDS. Kids love dogs... anyways....if keeping a dog tethered out keeps them from getting in trouble or harmed let them alone. AS LONG AS THEY ARE NOT THE ONES WHO ARE TIED OUT AND NEVER ATTENDED TO. FINE THOSE people...not the ones who keep their dog safe and cared for....and others too.

Well, here is yet another ordinance that will probably pass without a public vote. How can you make the assumption that just because a dog is tethered, it is not being cared for? Are they implying that all animals kept in kennels or fenced yards are cared for?
I think not. Come on people, wake up.

Stop using Wichita and Topeka to model our small town after. We live here because we like small town living. If you like the way they do things in Wichita and Topeka, feel free to go live there.

I completely agree that just because your dog is tied up does NOT mean it is neglected. We have a lab who jumps our fence. About a year ago we did install an underground fence, and he then tore up our whole yard. We let it go until he got to where he didn't mind the little shock of the fence. We have to tie up our dog or otherwise the animal control will be ticketing us for him getting out of the yard. He is only tied up during the day while we are at work, as soon as someone gets home he gets to come inside where he lays on the couch and does as he pleases. What is the wrong in that? Not like we could just let him run free. What is next? Are they going to just say you can't have dogs outside in city limits or some bologna like that?!
